SVN SCM autodetection should support "projectBaseDir" pointing to a sub-folder of the working copy

      Description

      Currently, the SVN SCM plugin will successfully auto-detect that SVN is being used as an SCM if and only if the SonarQube project's sonar.projectBaseDir is set to the root folder containing the .svn subfolder, also known as the working copy root.

      Ideally, the SVN SCM plugin should simply ask this question: Is the sonar.projectBaseDir folder part of a SVN repository or not?
      The implementation can either base itself on SVNKit, or walk up the folder hierarchy looking for a .svn folder by itself.
