Support encrypting "sonar.login", "sonar.password" properties

      Description

      The SonarQube Scanner for MSBuild currently only supports encrypted properties through the sonar-runner.

      However, every property that is required by the SonarQube Scanner for MSBuild itself, such as sonar.host.url, sonar.login or sonar.password cannot currently be encrypted - as the scanner lacks the decryption logic (which, however, the sonar-runner knows). The issue is that these properties are required either during the "begin" step, or during the build itself - and so must be decrypted prior to the sonar-runner launch.
