      Description

      The current scope of RSPEC-1123 for Java is too wide, it covers both the consistency between the JavaDoc and the deprecated annotation and the addition of arguments to the annotation (in Java >= 9).

      While both points make sense individually, enforcing them together prevents a user from fine-tuning the behavior to suit his needs. We should move the logic reporting missing arguments in a new rule.

      Note that we should consider having both rules in the default profile.
