S1166 should be able to be configured with an empty whitelist

      Description

      If an user wants to discard the list of exceptions which will not be checked by the rule, it should change the default list of exceptions:

      java.lang.InterruptedException, java.lang.NumberFormatException, java.text.ParseException, java.net.MalformedURLException
      

      Problem is that setting a empty value (blank) reset the rule to its default configuration. In order to not use any thing, users should fill the parameter with a simple dash character. This need to be documented in the parameter description.

      Therefore, the parameter description has been changed from:

      List of exceptions which should not be checked
      

      To:

      List of exceptions which should not be checked. Use a simple dash ('-') character to check all exceptions.
