Rule InternationalizationCheck raises false positive on File with BOM

Rule InternationalizationCheck generates false positive each time UTF8 file has a bom.

Here are file samples to reproduce:

• file_UTF8.html
• file_UTF8WithBom.html

The rule should not raise issue if the content of the node has anything else than letters or digit.
