Make spinner more noticeable when loading projects, issues or measures

      Description

      When switching from "My Issues" to "All" with the tabs, or selecting a facet, the page takes some time to update. Meanwhile, there's a spinner on the top right corner to indicate that something is going on. Today it is difficult to notice it. Moreover, content is not disappearing right when clicking on the tab, but a few milliseconds after, when the new content is loaded and displayed. The user might feel it's a bug, as nothing seems to happen for a brief moment.

      We can improve it by

      • Making the content disappear at the moment the user presses a tab
      • Displaying the spinner in the middle of this blank space, where the loading content is actually gonna appear when loaded

      The same problem can be found in the measures pages.
      We also have the problem of facets taking lots of time to load when there are lots of issues. A spinner would be nice here so the user knows what's going on after he opened the facet.
