Creating a custom rule from a deleted template is possible although it should not

      Steps to reproduce:

      • Install sonar-java plugin
      • Uninstall sonar-java plugin
      • Create a custom rule of template squid:S124 (deleted, as part of sonar-java) by using the web api
      curl -s -u admin:admin -XPOST "localhost:9000/api/rules/create?custom_key=x&template_key=squid:S124&name=x&markdown_description=x&severity=INFO" | python -m json.tool
      

      The expected behaviour would be a message, saying that this template rule does not exist. But the current ws successfully creates the custom rule.
