Having a case-sensitive charset has a been a strong requirement for a while. Otherwise it leads to many unexpected side-effects that are hard to investigate to impossible to fix.
Unfortunately many MySQL and MSSQL databases have case-insensitive charset by default. As it's possible to fix charset on existing data, this must be done automatically by SQ during startup.
Note that Oracle and Postgres do not support case-insensitive charsets, so no problem so far !
