Ability for administrators to access server logs from page "System Info"

      Description

      SonarQube administrators usually can't access to the physical machine, so they can't get server logs (file logs/sonar.log) without the help of ops team.
      The new WS api/system/logs must be implemented to return the server logs. System administration permission is required.
