      Description

      Currently, when trying to display a drilldown page (measure or issue) for a non-existing resource, the user gets a non-user-friendly white page that just says "The page you were looking for doesn't exist." without any explicit message in the server logs.

      Typical use case: clicking a on developer name whereas the "devcockpit" task has not yet been run.

      In such cases, we should redirect the user to the main page of SQ with a clean message like what we're doing when trying to display a dashboard for a non-existing resource.
