Add link to markdown syntax to documentation of rules API endpoint

A link to the markdown formatting help page (example: https://next.sonarqube.com/sonarqube/formatting/help) should be added to the documentation of the rules API:

• POST api/rules/create => description of parameter markdown_description
• POST api/rules/update => description of parameters markdown_description and markdown_note
