Improve message in portfolio migration when root/parent cannot be found

Improve message in migration org.sonar.server.platform.db.migration.version.v91.MigratePortfoliosToNewTables , so that instead of NPE it will show root cause of the issue:

Could not find root/parent portfolio with key: portoflio1, please verify and fix consistency of portfolios definition
