      Description

      The new facet 'OWASP Top 10 - 2021' needs to be added to Rules search page.

      The key for this facet is owaspTop10-2021.

      In the UI, we will:

      1. Update the name of the existing OWASP Top 10 facet to "OWASP Top 10 2017".
      2. Add a new facet labeled "OWASP Top 10 2021", which should come above OWASP Top 10 2017, and below "SonarSource".
