Tag “Removed” displayed on issue is misleading

      Description

      When a rule is removed (after an update of a plugin for instance), the tag “REMOVED” is displayed on the issue with a message specifying that the rule was removed.

       It would make more sense to be a little more explicit: it's not the issue that is removed, the rule is. We could word this label as "RULE REMOVED" instead.
