Hotspots UI improvements

There are a few things to improve in the new hotspots' UI:

• Bottom padding of unselected hotspots (in hotspots list)
  
• Add line-spacing to the description tabs' text, so highlighted (grey) text doesn't overlap
  

• Add a little space around "Review Priority" titles
• Match new style for hotspots in the list (Discussed with Lauren: doesn't work as expected)
• Add space between name and description and between status and its description
  

• Give the "Assignee:" title a normal font-weight
