Measure page should support ascending and descending sorting for rating and quality gate

On the Measures page, when a rating or quality gate is selected, all the child and their measures corresponding to that metric are displayed.

Depending on the metric, this information  can be displayed as a List, a Tree or a Treemap.

 
When the information is displayed as a List, it should support sorting by a measure value, on descending and ascending order.

For example: if we are listing the child measures of a rating, we should have the flexibility to get first all the projects that have an A rating, then the ones that have a B, etc. The reverse order (E, D, C,...) should also be possible.

The links from the Portfolio Overview page to see which projects are at risk should benefit from this sorting as well.
