      Description

      During the DB Migration Tests performed for the 8.9 -> 9.1 cycle, one hotspot was identified.

      The migration "#5009 'Recreate PK on 'kee' for 'issues' table': success" is taking +90% of the total migration time.

      We should investigate a way of improving it.
