Azure DevOps PR decoration are failing when the scanner is run outside of an Azure context

      Description

      Step to reproduce

      Have a project bound to an Azure DevOps instance. Scan a branch locally as a PR scan. The PR decoration fails with an analysis warning message:

      Unable to find a Pull Request decorator factory for 'AZURE_DEVOPS'. Please check the configuration.
