Improve code view UI when no file was analyzed

When a pull request has no changed files or changed files are not part of the analysis scope, a blank page is shown in the "Code" tab.

There should be something (icon/message/banner/box) informing the user that no file was analyzed.

Solution:

take out filter, add empty state
