Do not skip Jenkins tutorial pre-requisites for different DevOps Platform

      Description

      Right now, when going through the Jenkins tutorial, we have a "pre-requisites" step, which allows a user to see the plugins that have to be installed before going through the tutorial's steps. They can choose to not see this again the next time they set up a project.

      The problem is that, right now, this skips the step for any DevOps Platform, which might lead a user to believe the pre-requisites are the same for all of them. But this isn't the case. It's even worse, as there are different pre-requisites for Community Edition or Developer Edition and above.

      We should make the "Skip this next" checkbox context sensitive, and only skip it if the user is in the same context.
