Improvement for license page and LOC notification threshold

The setting to change the LOC notification in the license manager is currently hidden in a tooltip. Since there is a user need to adjust when the notification should be sent it would be great to make it more visible.

Design:

also suggest some general improvements for the license page (attached v2)

• add copy "You can set a new license to enable or disable features in SonarQube or to update your license."
• Move btn " set new license" to the left
• add more spacing/margin between sections
• change notification threshold
• features display in four columns
