We should not use badges for the review priority

The Security Hotspot page uses badges to indicate the review priority level in the left panel. This is a misuse of the badge component. We should replace it with something else. In addition to that the colors of the Medium and Low badges are not ADA compliant. 

Solution:

• Remove the High / medium / low priority badges
• Change the current review priority colors for those new colors: #D32E31 / #B95E04 / #5F4D6C (left border + numeral badges + priority category titles).
