Make issues directory search recursive

      Description

      Filtering issues by directory doesn't allow to see all the issues in a module / in the sub-folders. Only the issues which are located under the selected folder are displayed.
      As a user, when selecting a folder, I would expect to be able to filter issues based on a directory, and to see as a result all the  issues found in the sub-folders.

      Currently, when an user opens the Directory facet, it displays a list of all folders sorted by the number of issues in these folders.
      After this change, if the Directory filter is empty, only top folders (or their sub-folder when there's nothing in between) should be displayed for the project, pretty much in the same way as they are displayed in the 'Code' tab.

      As currently,

      • it should be possible to search for directories containing a string,
      • only directories with issues should be displayed,
      • directories should be ordered by the number of issues.
