Increase the number of returned tags in web service

The number of tags returned by api/rules/tags and api/issues/tags is limited to 100, and it's not possible to browse more results due to a limitation of the way tags are stores in elasticsearch indexes.

In order to be able to allow users browse more tags, the number of maximum result should be increased to 500.
