Analyzers should be able to declare whether a rule is external

      Description

      Currently, when code analyzers register rules in SonarQube, these are always considered to not be created by external rule engines.
      However, code analyzers could contribute with data about external rules, even if they won't directly create issues based on those rules.
      We need to extend the Java API so that code analyzers can pass this boolean flag for each rule repository.
