Automatic error reporting is truncated and badly encoded

      Description

      There are some cases where automatic error reporting on community.sonarsource.com creates truncated posts, with bad encoding (double URL encoded?).
      Not sure if it comes from specific browsers or user proxy, or something else.

      During testing, I discovered that our current strategy to truncate URL to 4096 characters is bad, because of:

      I suggest to truncate to 2000 characters instead, as suggested by:
      https://stackoverflow.com/questions/417142/what-is-the-maximum-length-of-a-url-in-different-browsers

      Since this will decrease even more the interesting part of the stacktrace, I will take the opportunity to compress a bit some parts.
