This concept was introduced a long time ago before the ability to tag issues and when the concepts of Quality Gates and Leak Period were not yet central in SonarQube. With tags, it's already possible to group issues and the usage of quality gate/leak period is THE way to very efficiently manage the technical debt so we don't want to provide two different competing ways to manage the technical debt in SonarQube. Moreover, ticket tracking tools like TFS or Jira are really the best place to really manage an action plan (with a due date, completion status, ...). So we prefer working to better support this use case through such tracking tools.
