WHY

Project administration permissions allows to administer project settings, but also user entitlement/permissions ... and that's 2 very different concerns.

• On large platforms, with plenty of projects, as a global admin you have to delegate project administration (ie select QG, QP, define branch settings etc... everything in the Project Administration menu) otherwise you'd be flooded by requests to change such or such setting
• ... but delegating project administration currently implies granting administration permissions to the delegated person (dev team representative most often) and with this you allow people to manage permissions in the projects i.e. define who has what permission on what, including granting administration to a 3rd party that himself will be able to grant etc...

WHAT

As a SonarQube administrator, I want to allow some users to administrate projects without giving them the right to grant /update permissions.
